It's called static electricity.
YA ne dumau chto zdes' chto-to ne tak. Prosto eto staticheskoe elektrichestvo. Esli ti ili tvoya uchitel'nitza nosite sinteticheskuju odezhdu, to shans elektro shoke u vas bol'she. No eto absolutno bezopasno.
This is a normal situation caused by the lack of moisture in the air. The shoes you maybe wearing and the material you walk on. Or even the clothes you wear. What happens is that while you walk on some carpet, slide across the seat or just move slightly, you cause friction and that causes particles to be lightly charge more negative then the metal or the person you touch which is more positive. Due to lack of moisture in the air, the charged particle discharge thru you to the more positive charged thing or person. Your body maybe slightly less negative charge than the person you touch. It is normal and usually happens more frequently at the change of seasons. It is a natural phenomenon.
yea i live where there is always humidity so that never happens. but if you live in a dry place, it's just static.
